Professionalism

My over 20 years of professional experience in the European Affairs Advisory Body within the Ministry of Finance, along with the internship at the European Commission, have helped me acquire the knowledge and skills necessary to successfully address the challenges of advising, internal and external communication through course delivery and publication of articles in the field of European Affairs.

Starting from March 1, 2004, after successfully passing the recruitment exam to join the European Affairs Advisory Body, I took up the position of European Affairs Advisor within the Ministry of European Integration, seconded to the Ministry of Finance at the National Fund. Subsequently, in 2005, at my request, I joined the Public Finance and Customs School, where I delivered courses in the field of training and training trainers in European Affairs. After my internship at the European Commission, where I received training in policy evaluation, European programs, and projects, I was able to disseminate and transfer the knowledge and skills acquired during my internship at the European Commission to the Ministry through the delivery of training and professional development courses and through writing articles and studies. I maintained an active collaboration with the European Institute in Romania and the Permanent Representation of the European Commission in Romania, participating in international conferences, seminars, and training courses in the field of communication about European institutions, the Acquis communautaire, European policies, and the decision-making process at the level of European institutions.

In 2015, I joined the Directorate General for ECOFIN Preparation and Community Assistance within the European Affairs Advisors Unit. Among my main tasks within the European Affairs Advisory Body were:

  • Conceptualizing, organizing, and delivering training actions on assessment approaches and methodologies (based on both the European Commission training internship and practical professional experience in this field);

  • Designing and implementing projects to monitor and evaluate communication activities in European affairs through presentations and by delivering training courses in this field;

  • Preparing intervention logics, evaluation questions and criteria, drafting technical specifications for calls for proposals, preparing reference documents, and identifying correct information sources;

  • Providing consultancy to specialists and communicating specialized knowledge to non-specialists about procedures, methodologies, and techniques of evaluation to be applied in communication within international relations and European affairs.

During my internship at the European Commission, I was trained in policy, program, and project evaluation to be able to:

  • Promote, support, and monitor the follow-up of findings, evaluations, and suggestions for improvement by the services managing the evaluated activities;

  • Design, manage, or support multi-DG evaluation projects;

  • Conduct detailed consultations with operational units;

  • Coordinate actively with participating DGs, contractors, and

  • Be intensively involved in the operational follow-up of the achievement of evaluation indicators.

In this regard, it is mentioned that my job responsibilities have been and continue to be in accordance with all the conditions for holding the position within DG COMM – Directorate B, Unit B1. According to the job descriptions, my main responsibilities have been and are:

  1. Contributing to communication and evaluating communication about European Affairs in working groups in specific areas of European affairs;

  2. Contributing to internal and external communication through participation in debates, conferences, seminars, writing specialized articles, producing studies, notes, and summaries on European affairs;

  3. Contributing to the creation of materials relevant to European affairs/policies;

  4. Preparing summaries and reports regarding the activity of the European Affairs Advisors Unit;

  5. Continuously consulting the European Commission’s and its services’ websites to identify materials of interest on specific European affairs topics and disseminating them within the Ministry of Finance;

  6. Increasing awareness and communication regarding European issues within the Ministry of Finance;

  7. Promoting and encouraging participation in public debates and consultations initiated by EU institutions on issues of interest to the Ministry of Finance;

  8. Continuously consulting the European Commission’s and its services’ websites to identify materials of interest on specific European affairs topics and disseminating them within the Ministry of Finance after consulting the management of the Directorate;

  9. Continuously consulting the European Parliament’s website to identify materials of interest on specific issues related to the Ministry of Finance and informing relevant stakeholders;

  10. Organizing courses on general/specific topics regarding the evaluation of communication in European affairs, inviting representatives from various Directorates within the Ministry of Finance;

  11. Actively contributing conceptually, through participation in debates, publications, and positions, to the European institutional building;

  12. Actively participating in training courses for evaluating communication and enhancing administrative capacity in European affairs;

  13. Providing consultancy and training services, together with other specialists from other Directorates, for the development and implementation of European policies and strategies;

  14. Participating, upon the Ministry’s leadership request, in meetings of working groups and technical committees and subcommittees within European institutions;

  15. Communicating externally through articles published in European Advisor Magazine about European Institutions (European Commission, European Parliament, Council of the European Union, Court of Justice of the European Union, European Court of Auditors) and other European bodies;

  16. Providing consultancy for the development, guidance, and proposal of course materials and training programs in team settings, across various specific areas such as: European institutions, European policies, European law, evaluation, writing funding proposals, within the Public Finance and Customs School, according to training programs;

  17. Coordinating training and training-of-trainers programs in the field of communication about European Affairs, in various specific areas such as: European institutions, European policies, European decision-making processes, evaluation, project lifecycle, management of structural instruments, within the Public Finance and Customs School, according to training programs;

  18. Delivering training and training-of-trainers programs in European Affairs, in specific areas such as: evaluation, communication about European institutions, policies, decision-making processes at the European level, project lifecycle, and management of structural instruments, within the Public Finance and Customs School, according to training programs.

Furthermore, another important aspect of my professional development has been my constant participation in training courses, as reflected in my personal CV, showing my interest in proper communication in the field of European affairs, as well as in monitoring and evaluating communication in this area. I would also like to mention that from April 2, 2007, to August 31, 2007, I worked within the European Commission, Directorate General for Enlargement, fulfilling the role of Public Policy Analyst.
